My name is Sandra Blankenship, and I'm running for Killeen City Council, District 3. I'm a military spouse, a retired nurse, and a Killeen resident of 24 years. I was born to parents who worked our family farm, and my father worked in law enforcement. Growing up poor meant we grew our own food and had little to spare. Very early in my life, I understood the importance of hard work, perseverance, and family.
Like many of us here in District 3, I moved here as a military spouse in 1995, and have since been proud to call Killeen my home. I am a graduate of Central Texas College, and I built my career as a nurse here. After retiring from nursing in pediatric home health, I became active in our community, working as an advocate for women and underrepresented members of our community. As a Master Gardener, I participated in a program that grows food for the homeless, and I have been an officer in LULAC. As an advocate, I have gotten to know many of our neighbors in District 3 and in the City of Killeen as a whole. I have a deep understanding of the issues and concerns our community is facing.
Like you, I believe that our representatives should work to put the future of our families first, and that experience comes best by listening and deeply engaging with citizens like us. I'm running because I want to take all of our voices to City Hall to ensure that Killeen continues to be a place where we can raise our families and build our dreams.

SECURE OUR WATER
Killeen’s continued growth and development are dependent on our access to water. As recent droughts have shown, this is not an infinite resource, and we need to take steps to ensure that our community has sufficient access to water. With Killeen’s WCID water provide attempting to remove our right to vote on the future of our water access, Killeen needs to take its own measures to secure our water so that we have sufficient access in the future. It’s time to look at solutions to store our excess water when we are able and to keep our costs low.
BRING IN NEW JOBS
Texas' economy is growing as new jobs and industries move into our state, but you wouldn't realize it if you live in Killeen. Although our community has strong local businesses, the fact is that there are very few anchor industries independent of Fort Hood that can hold our local economy in place. We owe it to our children to ensure that Killeen has a vibrant future for them to raise their families and build up their dreams. We need to capitalize on the investment that our community puts into education and focus on ensuring our economy is diverse and competitive by incentivizing technology, green energy, and other innovative businesses to invest in Killeen.
KEEP OUR FAMILIES SAFE
Making sure Killeen continues to be a safe place to live and work is a top priority of mine. I will work alongside our law enforcement agencies and community organizations to improve solutions that work against crime. To do so, we need to capitalize on the resources we already have at hand. Killeen has a strong community of local mentoring organizations that provide youth and family services and train disadvantaged individuals for the workforce, and we have neighborhood communities that serve to look out for each other. I believe that integrating these resources to work cohesively with our law enforcement community will continue to bring down our rate of crime.
ENSURE QUALITY SERVICES
The servicemen and women who keep Killeen running serve our community well. However, far too often, we lose our city workforce to other communities, and as a result, the professionalism and quality of our city services suffers. We need to ensure that our first responders and city service workers are paid competitively and fairly to retain an experienced workforce that is expensive to train. I will support our city employees and first responders by doing so.
KEEP KILLEEN AFFORDABLE
District 3 deserves someone who will stand and support the ability of our families to thrive: that's why I will ensure that our property taxes are kept affordable and our dollars are spent responsibly. I will work hard to make this happen by ensuring that spending remains transparent and that our tax dollars are allocated to the issues that affect us most. Killeen also has the lowest homeownership gap between Minority and Caucasian households in the country; that's something that we should take pride in and work to preserve as an inclusive community that is affordable for everyone.
